Ehem. Well ... lolicon is totally different from Lolita. (Sweet Lolita / Gothic Lolita / kuro lolita / etc) is not sexual in any way if that's what you mean. This is exactly the opposite, winning only for the visual style and culture and not the people! People confuse the term as a sexually perverse, is definitely not.
lolicon is something completely different and from what I read, is perverse and evil.
Limits should be established between these modest words such as Lolita, not subject to perverse sexuality

From my experience, is only lolicon anime and manga, or genre that is Lolita. Lolitas are people, men or women (Lolis, a man called "Aristocrats"), of any age, while girls more often than teenagers, with the Victorian style dress clothes.
